The Legislation that No One Read

You've heard the old philosophical question, "If a tree falls in the forest but no one is there to hear it, does it make any sound?"

Well, if a bill passes Congress but no one has taken the time to read it then is it really a law?

Right on. I wonder how many people recognize this,
